The Hill Country Republican Women club was organized by Mrs. Alice Louise Foster. It was officially formed at an organizational meeting on January 13th, 1987, at the Foster residence at 8006 El Dorado Dr, Granada Hills Estates in Austin, Texas.
The club was open to all republican women in the Southwestern and Hill Country areas. Republican men were welcomed as associate club members.
Louise Foster presented the organizational resolution which was approved. Mrs. Carolyn Knight, bylaws committee chairman, presented the HCRW bylaws which were approved by the attendees. Elaine Carr and Cora Wilkerson were also members of the by laws committee.
The charter officers of the Hill Country Republican Women were then installed by Mrs. Barbara Rueping, District director -SD 14- of the Texas Federation of Republican Women:

The Hill Country Republican Women fulfilled the TFRW requirement of ten active members at its organizational meeting on January 13th, 1987.
